Each of the centers are equal and important in their own means, but the Center for Substance Abuse Prevention, also known as Samhsa Csap, which was established in 1992, works with the States and individual communities to help provide prevention tactics and community programs aimed at preventing substance abuse. Their main goal is to address prevention of substance abuse and to create early intervention programs that will keep people free of substance abuse problems so that they can live a healthy, enjoyable life. In 2004, Samhsa Csap started a grant availability fund that the States can acquire funds from to start prevention programs within their communities. These State Incentive Grants (SIG) must be used to help promote public health, using the strategic prevention framework created and designed by Samhsa Csap. The strategic prevention action plan outlined by Samhsa Csap uses a five step process that will help decrease substance abuse, promote mental health, and reduce relapse related to mental and substance use conditions. The five steps used by Samhsa Csap include Assessment, Capacity, Planning, Implementation, and Sustainability and Cultural Competence (Monitor and Evaluate). These steps are known to "promote youth development, reduce risky behaviors, build assets and resilience, and prevent problem behaviors across an overall lifespan." Most of the programs that are implemented under the watchful eye of Samhsa Csap, are 3-year programs dedicated to prevent substance abuse and to provide early intervention. Samhsa Csap surveys and manages the performance of all grant programs started by States or communities who use their availability fund. Samhsa Csap evaluates both the research and practices of the programs, so that they can strive to make each program better for that community. Samhsa Csap even implemented the Prevention Enhancement Protocols System (PEPS), which strives to maximize the prevention efforts of substance abuse agencies, programs, and practitioners, that States start without the help of Samhsa Csap. |
